DECEMBER 14, 1990

TO: THE MINISTRY OF INTERIOR SOMALI DEMOCRATIC
REPUBLIC, MOGADISHU, SOMALIA

FROM: URBAN POLITICAL EXILES IN SOMALIA,

SUBJECT: CRITICAL SITUATION FACING US,

DEAR SIR,  We are political exiles currently living in Somalia,
recognized by both UNHCR and the Government of Somali Democratic
Republic.  We are the victims of conscience, victimized by the political
changes let it be in the past or in the present, reducing us to the original
point, helpless refugees but human beings.

We hereby want to acknowledge and express our gratefulness to the
hospitality rendered to us by the government and the people of Somalia,
in entering its territory as refugees. In addition to the hospitality that
Somalia’s government has rendered to us, it's still fighting for our well
being, the recent press conference by the minister of Foreign Affairs
concerning the situation facing the refugees testifies to this fact. It
demonstrates how Somalia’s government aware of the untold miserable
and critical situation facing refugees as a whole in Somalia at the
moment.

After the appeal of Somalia’s government concerning our situation, the
concerned body which is charged with responsibility of looking after
our well being turned deaf and blind to the reality.  
At the moment we are dying due to lack of basic necessary need of life
such as food. And according to the source of information which
contains the fact that UNHCR now is leaving out of Somalia. Really we
want to know the position of UNHCR about our problems, and what
will be our fate?  A lot of us were doing some simple jobs: as watch
man, gardener, cook and so on just to support ourselves in the homes
of many expatriates who were here with various agencies, their
departures have affected our lives. Now the leaving of UNHCR from
Somalia brings to an end of having a body which guards our basic
rights.  Somalia like other developing nations has its own problems.

Therefore the leaving of the concerned body ( UNHCR ) adds another
burden which may worsen our condition and risk our lives as well.  So
taking into account all these facts, we the subjects of all these
hardships would like to appeal to the international community according
to the convention of 1951, protocol of 1967 and of OAU of 1969 about
our basic rights accorded to us by the above mentioned conventions.  

We hope the Ministry of Interior and other government organs that we
have forwarded copies of this appeal will give consideration and timely
support.
